A pilot project will be implemented in Ukraine to organise the recruitment of foreigners to universities, aimed at reducing corruption factors in the process of enrolment.
The Cabinet of Ministers adopted a resolution on the implementation of the experiment.
According to the Minister of Education and Science Serhiy Shkarlet, one of the Ministry's strategic priorities is to attract foreign students to study in Ukraine.
«Our task is not only to eliminate any corruption in the process of recruiting foreign students, but also to create proper conditions for the educational process, preserve the competitive advantages of Ukrainian education and enhance Ukraine's image in the international arena,» the minister said.
The pilot project, which aims to ensure transparency of all stages of the process of enrolling foreigners, was developed by the Ministry of Education and Science together with the Ministry of Digital Transformation.
In particular, a resolution of the Cabinet of Ministers approved the procedure for implementing an experiment on organising the recruitment and training (internships) of foreigners and stateless persons using the Unified Interagency Information System.
This Procedure will apply to foreign applicants who wish to obtain a relevant degree of higher education or postgraduate education, study in postgraduate, doctoral, clinical residency, medical residency, etc.
It is planned that foreign applicants will be recruited through interagency information cooperation.
To be admitted to study, an applicant will be able to create a personal account in the Information System, where he or she will submit an application to a higher education institution in electronic form.
The document on education, on the basis of which admission will be made, together with the application and translation, will be analysed for compliance with the requirements for admission to a higher education institution and the recognition procedure.
If the foreign applicant confirms the description of the educational offer received from the higher education institution, the higher education institution will generate an electronic invitation to study.
For foreign applicants from countries of migration risk, as well as in other cases specified by law, an electronic invitation to study will be subject to prior approval by the information and telecommunication systems of the SMS, the State Border Guard Service, and the information and telecommunication system of the SSU.
