In 2026, admission to professional higher education institutions may require submission of motivation letters, but only if it is provided for in the admission rules of a particular institution.
The relevant rule is enshrined in the Admission Procedure for the next year. The basis of the competitive selection will be interviews in one or two subjects, and for some specialities - creative competitions.
At the same time, colleges will have the right to decide whether to require motivation letters from applicants as an additional element of the selection process.
If such a requirement is introduced, the criteria for the content and design of letters must be approved by the admission committee and published on the official website of the institution no later than mid-May.
It also provides for the verification of motivation letters for uniqueness. The results of this verification should be available to the responsible persons, including the commissioners for the prevention of corruption.
