A competitive offer is a proposal of a higher education institution regarding the number of places for admission of applicants to a particular speciality, which includes information about the form and terms of study, competitive subjects, etc. A competition proposal may be open (broad competition), fixed and non-budget (contract).
A fixed tender is a tender with a predetermined number of places for studying at the expense of the state or local budget (budget places).
In fixed competitive offers, the number of state-funded places is determined in advance and is allocated to applicants with the best scores who have applied for this particular competitive offer.
This differs from an open competitive offer, where the number of state-funded places in a higher education institution depends primarily on the number of applicants with the best scores who chose it (targeted placement of state orders).
