Schools should be excluded from the list of institutions to be closed when levels of anti-epidemic measures are introduced.
The Verkhovna Rada Commissioner for Human Rights Lyudmyla Denisova wrote about this on her Facebook page.
According to her, the transfer of educational institutions to remote work as a restriction should be applied if the vaccination rate of teachers is not met and the incidence of student morbidity increases.
«The vaccination of educators in Ukraine is proceeding at a fairly fast pace (while in August, even a third of teachers had not been vaccinated, as of 8 November, almost 93% employees had received one dose of vaccination, and 76.2TP3T had received two doses). The incidence rate among children, according to the Ministry of Health of Ukraine, does not exceed 8% of the total number of people infected with COVID-19,» said Lyudmyla Denisova.
She also noted that the transition to distance learning on the ground is taking place despite compliance with all the restrictions.
«My monitoring shows that despite compliance with all the regulated restrictions and anti-epidemic measures in educational institutions, including the percentage of vaccinations, local authorities and local governments, as well as educational institutions themselves, independently decide on additional holidays or distance learning,» said Lyudmyla Denisova.
Therefore, to ensure the right of children to receive quality education, the Ukrainian Parliament Commissioner for Human Rights sent an appeal to the Minister of Health and the Minister of Education to reconsider the position on the transfer of educational institutions to distance learning, in particular, to exclude them from the list of institutions to be closed when introducing levels of anti-epidemic measures.
