The Ministry of Education and Science proposes that primary school teachers assess the results of students' personal achievements in grades 1-4 with a verbal assessment.
This is stated in the new methodological recommendations for student assessment approved by the Ministry.
The methodological recommendations outline approaches to assessing the learning outcomes of students in grades 1-4.
One of the key changes in assessment is the approach to the expression of assessment. In particular, to replace the generalised point-based assessment of students' learning achievements in a subject/course, the Ministry of Education has proposed to use a verbal assessment of individual student learning outcomes, which, in addition to the assessment judgement of achievement, may also indicate the level of learning outcome.
The recommendations introduce the concepts of verbal assessment (a value judgement) and level assessment (a value judgement indicating the level of the result).
«Verbal and level assessment can be expressed both orally and in writing. The level of learning outcome is recommended to be determined taking into account the dynamics of its achievement and denoted by the letters - «primary» (P), «secondary» (S), «sufficient» (D), «high» (H),» the Ministry of Education notes.
It is recommended that the results of the assessment of students' personal achievements in grades 1-4 be expressed as a verbal assessment, objective learning outcomes in grades 1-2 - as a verbal assessment, and in grades 3-4 - either as a verbal or level assessment at the choice of the institution.
The recommendations also include an Indicative Framework for Assessing Learning Outcomes for Students in Grades 1-4. It helps to ensure the objectivity and accuracy of the assessment result and is intended to help form evaluative judgements and determine the level of learning outcome.
At the same time, the institution may develop and record general provisions for assessing student learning outcomes in the educational programme and specify them in the part of the provision on the internal system of quality assurance. The specifics of the assessment in a particular class may be initiated by the teacher and approved at a meeting of the pedagogical council of the institution.
A student's grade is confidential information that should be available only to the student and his or her parents.
